Starting with Android 9, bandwidth throttling will limit all apps that test WiFi signals, allowing only four signal scans every two minutes. Scans need to be performed more frequently for best results. This restriction can be disabled in your phone settings.
1. Go to the settings screen, drop down to About phone, and touch to go to the screen.

2. Go to the About Phone page, find the version information, and touch.

Click 7 consecutive times. The message "You are in developer mode now!" is displayed. The developer option is activated.

1. Go to the Settings screen, select System Settings from the drop-down list box, and click Enter.
