Starting with Android 9, bandwidth throttling will limit all apps that test WiFi signals, allowing only four signal scans every two minutes. Scans need to be performed more frequently for best results. This restriction can be disabled in your phone settings.
1. On the Settings page, choose System Management from the drop-down list and click.

2. Go to the system management page, find About Phone, and click Access.

3. Go to the About Phone page, find the version information, and touch.

4. Go to the version information page and find the software version number.

When you tap 7 consecutive times, the message "Developer mode is enabled" is displayed. The developer options are activated.

1. On the Settings page, choose System Management from the drop-down list and click.

2. Log in to the system management plane, select the developer option from the drop-down list, and click.

3. Go to the developer options page and tap to enable the developer options.

Select WLAN Scan Adjustment under the Network tab and click Close.
